The roster is a custody tool, not the whole criminal case. Why an Inmate Is Missing

A missing Hall County inmate record does not always mean the person was never arrested. Booking and identification may not be complete, the person may have been released, the record may be restricted, the person may be in another county, or the case may be state, federal, or immigration custody rather than local jail custody. The daily in-custody report sample also showed holds such as other county, federal USM, probation warrant, arrest order, and serving time. Those labels can keep a person in custody even when a single charge has bond.
